I agree about Axis falling off in the mid and late game, but I have to wonder if this is because of who plays Axis countries. I've been playing this game for years, and I've never gotten to play Germany on a 22 player, 100 player, or a historical map. PostIt's a sleazy way to take advantage of players who don't understand the UI, which is confusing. And it's also a way to deny Bytro the gold that these resources would otherwise cost. If that's not a convincing reason to fix this problem, then nothing is.

In general, picking on a major colonial power early in the game is a very bad idea. They have established armies, navies, and air forces. With much better research levels. It will take a while to catch up to any colonial power, in any part of the tech tree. Invest wisely. Be patient. Keep improving your technology and expanding into less advanced countries.
