This feature would make 'being active' more attractive, also in case you are losing! Time for revenge and pressing the demolish-Button. There could be different types of it too: demolition: more oil/goods usage but quicker; chance that structure is still available with hitpoints left dismantling: get back more ressources but takes a long time, especially bunkers and really massive structures

I think everybody who is able to read and understand knows what you are going for. The trend shows something completly different: less gold through adds So my guess is: you will not get your wish granted.

The short answer would be: Militia is already very good. Maybe not perfect for every doctrine. Rest depends on how much you are able to understand game mechanics.
