America Homefront is already alternate-history-ish. Might as well apply some new doctrines or randomization to it to spice things up. Pan Asian in the west, Axis in the south, comintern in the Midwest, allies in the northeast, whatever just add some variety. I think it was to reduce the ability (or increase the cost) to gold-spam day 1 troops to overwhelm neighbors. In my memory it happened at the same time as the change to starting Rare Mats to reduce the ability for comintern to overwhelm neighbors with golded rocket arty, but I'm not confident in that--it might have been separate changes.

My point is that RRG stacks aren't unbeatable if they're played by a bad player, which most are. The particular flavor of their idiocy will determine how to attack them. Insufficient support units? Attack their weakness, whether with tanks or with air. Too many meat shields? You can have more RRG than they do, because they've wasted manpower elsewhere, and will win the fight from range. They are definitely stationed in your territory, not an ally's? And the province didn't revolt or anything? If so, it should be immediate at day change. If your troops have close to full health (only missing 0.1 HP, for example) you may not see a change, but otherwise it's 15% of missing HP. They don't have to be still and they don't have to be in territory for any amount of time--as long as they're over the line at day change, even if they only make it by a few seconds, they'll heal.
