Well the Finns didn't stop Stalin in the winter war ONLY because the Red Army had just been purged and wildly incompetent... they also had a very effective and well-trained army themselves. Even today the NATO leaders were VERY happy when the powerful Finnish army wanted to join; they have a WAY better army than double-their-size countries like Belgium or Greece. So no, I don't think they are OP.

1) What map are you talking about; 2) There's many countries that only have one province to pass through to get to the capital; why would Germany be different?

I'm not sure what the discussion is about, but some sort of involvement from an Asian province claimed by a European power might be important to understand the background of the issue.

Concentrate your forces into max two stacks, and respond to moves he makes by putting troops in positions that will give you positive odds in battle. Not all is lost, you're at a disadvantage but troop strength doesn't say everything. There's plenty of battles like this that I've won. Truth is, VERY few players really know what they are doing.
