Most of what you write is incorrect. Yugoslavia is a Commie country on every map, even Antarctica and Christmas. Cruisers are useful all game, especially at the start when AI try to rush the beach and give you easy kills. Long term, their resistance to bombers remains an advantage. Rocket artillery do twice as much damage as regular artillery at the start of the game when where are no heavy armor units around. And the cost less manpower. If you're playing Yugoslavia, a Commie country surrounded by mostly rough terrain and access to to sea, you should build: 1. Cruisers. Mobile gun platform with good speed, built in air defense, and decent anti-submarine attack of for have a destroyer or NB on the area to scout for you. Commies get a research level and an HP boost on cruisers. These are the bread and butter of your navy. They cost a lot of food plus some metal. 2. Rocket artillery. Park an AC on the coast. Put a bunch of units on the coast. Perfect job for heavily damaged units that are too slow and too weak to fight. You can't use a stationary defense in CoW. The game is about concentrating firepower at the right place and time to win the battle, then look for the next opportunity and do it again, and again. The player that stands still is dead

Have you looked at the unit stats? The two units play completely different roles in the game. One is a fast scout that can attack unarmored units, but can't do anything else. The other is an all around workhorse, attacking or defending, with lots of HP and anti air defense. Its only weakness is heavy armor, so its natural pairing is with tank destroyers or medium tanks, but it's faster than those units so it may be better if working alone. You can b**** and moan about it, or you can take it as a challenge. What can you build with metal? Battleships. Artillery. Rocket artillery. Foot infantry. Use your precious oil for units that have no oil free alternative. For example, interceptors. The rest of your army can be oil free. It's not that hard. Non-sp arty and rrarty use food and metal. SPA and SPRA both use oil and metal. Most units are unarmored and light armor. Including all the SP shooters and AA, plus AC and LT. Rocket units do 2x-3x the damage against most units they face, plus they move faster. Yes, players who build tons of armor are annoying, but heavy armor units have almost no air defense, so are vulnerable to any ranged unit, especially in heavy terrain.
