Ok even if they aren't surrendered the game could let them continue to fight or let them go rogue just seemed a real shame that after I took a nation completely the impressive navy they had just set there and did nothing while my ships shelled them to the bottom

When you conquer a nation 100% any naval vessels they have at sea should be forced backed to their shipyards where they are surrendered to the conquerer. You are able to capture factories and other buildings, ships should also be spoils of war.

I have the lvl2 Nuclear power completed but there is still no option to build the reactor in either the buildings or secret research tabs. How do you build the reactor?
