this problem has been repaired. there were not a lot of multi-accounts. the players shown as inactive made trades, sent messages and some news articles.
Second game with all players shown as inactive: 8,623,230 This is clearly a fault in Beta games, standby for mass confusion when this 'upgrade' is released.
reported it in game, the rocket was launched at a city, the arty in that city was credited with killing the rocket. this might be just another 'fake news' issue?
saw that several times, and not just in FP games. another new bug in FP: conventional howitzer units can shoot down ballistic rockets. not flying bombs, the V-2 rockets.
Planes do not 'run out of fuel" in CoW. Neither do they, or any unit, run out of ammo. Such foolishness would make CoW far too realistic. An active player can re-route planes that are returning to base, as long as the new destination is within the 90 degree cone.

try this: In the spy report, click on the province name that the 'missing' spies are damaging. they might show up, but overall, espionage is perhaps the most fault prone of all the odd ball mechanics of CoW.
the rank issue is unsolvable with the current system. the plan is to replace ranks with a new entitlement system, needless to say, that will be based on patronage.
