    let me tell you a story... Once there was a small state called Volga Perm,in a desolate snow region of russia with its newly elected first secretary,warmerski. At first he didnt know what to do, he tried to do some researching and building but he got outpaced by his neighbours, he assimilated the volga perm sister state, but the sheer losses he got made him think twice of invading a state.
