How do you see enemy forces? Is it just as they get close to your own, can you send over aircraft to look? I don't see a way to have spies look for them.

An intelligence or sabotage spy can get a "reveal X armies" showing you units in an area. As you supposed, planes can also see enemy units but be aware that if you are actually at war with said units your planes are vulnerable to attack. The information gained from planes stays on the map until the next day change so while those units may move in the mean time, you will still have a visual of what is about. Planes will also reveal submarines.

You can always use cars to scout enemy troops. Its usually helpful before you are going to attack.

Use cars? Send them towards the target but turn them around after seeing and before attacking?
-
^^that's what he's saying and it's a great use for the cars you start with(building them further into the game is of questionable value) or upgraded light tanks(at L3 they move 50km/hr) to quickly grab some intelligence. I may be mistaken but I think that any unit which reveals an enemy causes it to be displayed on the map with a note of when it was revealed.

Interceptors are best for scouting.
I have also found that any spy type can reveal all armies if they're lucky.

as you had the 'intell' question I presume you may have more to follow so perhaps you'd like to peruse Czar's tome.

I saw that the other day and tried looking through it. I'm not sure if I was tired or if it was the way it was wrote, but I just couldn't do it...It's easier for me to learn hands on.
Thanks though. I may try to read it again some time. -
I get that learning by doing is a way that works for many...does for me and one's understanding changes dramatically when knowledge changes from strictly cerebral to tactile. Holding something, shaking it, smashing it against a rock......
