Hahaha first you have to pull out your units also is this a ranked match because if it is it has very FEW players also To end a game you must get all the Victory Points Required also are you new here?

This is a game with just us two and the AI. I know how to end a game. We needed to transfer a province so thats why we went to war. what do you mean by pull out units?

@empire557 Are you saying that when you change your diplomacy status with Russia to peace and, then, he logs on and does likewise the game doesn't recognize you've both changed your status with the other to peace?

Go to player menu, click "Trade offer", select "Peace" for both sides, and wait till the other guy accepts it.When the fake daddies are curtailed, we have failed. When their roller coaster tolerance is obliterated, their education funds are taken by Kazakhstani phishers, and their candy bars distributed between the Botswana youth gangs, we have succeeded.

You can't change your dimplomacy to peace until all the wars between the two countries are over.Take the troops you have on enemy land back to your country and do what rokossovski said.Better to be a monarch in hell than to be a servant in heaven!

Are you sure battles have to be concluded? Isn't it possible to offer and accept a (temporary) Right of Passage (RoP) in order to immediately end battles and establish peace; thus allowing units in battle to disengage and move away from each other? It's been a while so I'm not sure.
Also, being within anther's territory doesn't automatically create a state of "At War". It's only when one crosses through a territorial city (without RoP) that war would occur. -
Units in battle will stay locked in battle and not listen to your declaration of Peace. You need to go to Right of Way in order to get the units to stop fighting each other. You can then go back to peace.War is a game that is played with a smile. If you can't smile, grin. If you can't grin keep out of the way til you can. - Winston Churchill

They are good for the bigger maps but most of the time in small maps like the 22 one you find that they aren't useful.Remember not to attack moving units with them, that's important.Better to be a monarch in hell than to be a servant in heaven!
