      Where to begin?

      Ok. Let me ask this: Do people grow up with games in which the intrigue of possible duplicity simply doesn't exist and, therefore, the possibility of duplicity leaves people unaware of it?

      CoW is a WWII game. So, let's look at the actual events of WWII.

      The U.S., U.K., and U.S.S.R were allies. There was little love lost between the U.K. and U.S.S.R. and the U.S. was often reassuring the U.S.S.R. that the Democracies weren't playing favorites to the detriment of the U.S.S.R. (not so secretly, there was a bias vs the U.S.S.R. but, anyway...).

      Let's put it this way, the U.K. and U.S. had "Shared Map" with each other (after, first, having "RoW" for a while) but the U.S.S.R. didn't even have "RoW" with the other two. But the three of them worked together to defeat a common foe. "Shared Maps" was not a requirement for cooperation. In fact, the U.S.S.R. was probably well justified not to trust the other two with too much information.

      Given that one doesn't know the relationship among CoW players, why would it be wise to Share Map with someone one neither knows or have any reason to trust?
