Please look at moving the Espionage menu to the right with Province List to free the chat completely as the tab blocks some of the chat. Also can you stop the Mobile/Alliance icons being so close/snap to the chat as sometimes it is very difficult to use chat if you have minimised it and these icons block re-enabling of the chat.
