As I've said, he simply went by what he was taught. The Prince by Machiavelli (a book read by pretty much every modern era ruler) has stated that anything, and I strictly mean anything, that would keep civil peace and order was to be done. While others leading the world have obviously took a limited view on this, Stalin followed it to the letter and turned a country that got its ass kicked by Japan only a couple decades before into the world's 2nd and arguably 1st strongest super power"A knight cannot save the world. But we need to agree, Stalin did kill more than Hitler. But I think that any ends that require the killing of millions is no end I like.
