As an example:
A damaged unit's condition is 50%. Fifteen percent of 50% is 7.5%. Therefore a 50% damaged unit's condition should improve by 7.5%. Simple formula. As the unit's condition improves, it is less damaged, and therefore the amount of "healing" will decrease each day.
Of course, the condition of damaged ground units does not improve unless they are present within your own territory at the time of the daily update. Aircraft units must be within your own territory, or patrolling from one of your air bases. Aircraft carriers, and allied territory and bases do not count. Also, the condition of ground and air units that are at sea as part of a convoy will not improve.

If the unit's condition does not improve at the next daily update, submit a bug report and let Vorlon check it out for you.
