    • It may also happen that other players or AI can not trade the same offers / prizes that you have paid or become,
      e.g. if they are at war against each other or have an embargo.

      How ever, the AI is sometimes generous and often thoughtless (as also some players :whistling: ), depending on how you
      want to interpret it. ^^
      But seriously, war always has its own crazy rules, the AI is no exception, on the contrary, that's why here AI means

    • I will echo Restrisiko's answer. Trade embargoes are in effect for countries at war, so those offers from enemies are not available.
