      Some things springing to mind:

      - Ideology A deals double damage on the FIRST round only of a battle;
      - Ideology B doesn't merge units (when taking battle losses, two 50% units do NOT merge into one 100% one);
      - Ideology C allows (part of) the research time to be bought with resources;

      And on the minus side:
      - Ideology X cannot build missiles and/or nukes;
      - Ideology Y doesn't heal units AT ALL;
      - Ideology Z cannot use force-marches;

      etc, etc.
      Probably the most difficult idea to implement and balance of all, but definitely the most interesting.
    • Yes, if that was to be implemented, it would have to be under constant changes so that there isn't one that significantly stands out as the best. So MAYBE if 25% of all players pick option 1 of 8, it may be reasonable to claim option 1 is OP.

    • Updated ideologies post, taking into account Roko's idea;

      Democracy:
      +10% economic development
      +5% morale development
      -SBDE of all units lowered by 3
      -Higher chance of provinces rebelling to you, and lower chances of your own provinces rebelling
      -Monetary cost of making buildings lowered by 15%
      -Can only spend 20k manpower per day
      -Morale drops 3% more with resource shortages
      -Cannot use force march

      Monarchy(we will say these stats will be fore a constitutional, democratic monarchy):
      +5% economic development
      +5% resource development
      -5% army speed
      -Provinces produce resources 20% faster if morale is at 100
      -Army strength increased by 10% when health of units drops below 40
      -When capital is taken, all provinces lose 35 morale.
      -Capital cannot be relocated unless it has fallen.

      Totalitarianism(fascism)
      +15% manpower production
      -5% morale
      -First attack does 25% more damage
      -SBDE does not go down unless troops have 60% health or less
      -Chance of rebellion +15
      -Non-core provinces have an 80% production penalty
      -Morale rises 15% faster in provinces within 1 day travel time of capital, and 5% slower in provinces further than that

      Socialism
      +10% resource development
      +5% manpower production
      -SBDE of all units raised by 3
      -5% morale
      -Troop production time reduced by 7%
      -Troop speed +5%
      -Units will take 15% more damage when attacked
      -Troops heal 3% less health every day

      Stratocracy(military government)
      -SBDE of all units raised by 5
      -Manpower production +10%
      -Economic development -15%
      -Resource production -5%
      -Troops move at 90% on allied territory and 65% on enemy territory
      -All troops will inflict 5 damage each upon death on enemy units. Does not damage planes.
      -Troops heal 5% less every day
      -Forced march makes troops move 75% faster at a cost of 7 condition points per hour
