I like the idea. I guess it would mean splitting the interceptor squadrons into smaller recon plane ones.
It could take away from the mobility all planes have now and have only an extremely mobile recon plane unit in return for it. Mobility here is designated by the pizza slice area planes can operate in.
Woul mean interceptors have something extra to shoot down. -

let's leave the game mechanics for engineers of World of War, but indeed Spy Plane should be tactical unit, with no fight abilities, but with fast speed and long range growing with leveling.

The problem would be the research, and production. You dont really need airports for UAV's, but rather a strong IT center, which would just bring unecessary buildings to produce. If I see a city having the IT center, boy would I send a spy there without thinking two times.
