I'm in a game where almost all nations enforced a trade embargo upon me, and all my AI-run neighbors have declared war on me without provocation. I can't figure out what's going on. Any ideas?
Everyone declared war on me?

The only way is by joining a coalition who can help to defend you
Or
By chatting with them and asking them to be ur allies -
They're not human players. It's all the AI players

In your statistics, check Global Popularity (to the right of Capital and Known Army Size). You'll see a very low number. This happens from hostile actions toward others. The worst offense is making a surprise attack but declaring war or trade embargo also count. The more wars you are in, the worse it gets.
-
Nooberium, I have seen several people refer to global popularity, but it is not on my diplomacy page. There is nothing to the right of Capitol and Known Army Size except a display of the flags of whom I am at war. This is the 100 player map. Is there something I am missing?

Clicking on your name at the top left brings up your statistics. You need to scroll right to see GP (just to the right of 'At war with').

Nope doesn't do it for me

If for example you have a very low in game reputation the AIS might declare trade embargos against you, not except ROW requests, or even possibly attack you!
To controll your in game reputation, play the game more with honor, dont sneak attack and all that kind of stuff, declare war, wait for day change then attack, or even go one step further, declare a trade embargo, wait for day change, then declare war, wait for day change then attack
To see your current in game reputation, click your flag in the top left of your map screen, it opens your stats screen, on the banner arrow all the way to the right -
The Elite AI will eventually have the whole world at war with you if you ever declare war on someone and the war goes on. Every country you are at war with increases the chance that they will embargo you and then declare war on you regardless of the size.
I was in a Historic map and Luxenbourg declared war on my Germany.
The way to avoid this is almost not doing anything. However the following is a reasonable way to approach it:
1. Turn one, on all AI countries share map or share intelligence if you are in the High Command$$$.
2. ALWAYS declare war on someone, never surprise attack.
3. you will see that by day 3 to 5 you may get one or two countries giving you Right of Way, but as the wars mount your popularity sinks rather fast. So even those you have a Right of Way with may eventually declare war on. -

Now how do you prevent this?
- Always declare war before you attack
- Don't skip any diplomacy stages. You are at peace, declare a trade embargo, 24 hour later declare war and attack. If you attack without declaring war you skip two diplomacy stages and get a penalty of -25% popularity.
- Put all AI and inactive nations that you do not intend to attack on ROW.BMfox

You can reduce the popularity penalty by embargoing first and declaring war before you attack. Make sure you give embargo a few hours to a day to let it set in.
So avoid surprise attacks unless you want to get back surprise -

I have the same problem, please click my below link.
Elite AI diplomacy and popularity problems
I don't believe there is an answer for this problem yet, everyone tells me the same thing as above but these are fruitless steps and a waste of time in the long run. Besides how do they expect us to communicate with AI? You have a better chance negotiating with a dog, at least they wag their tales lol
Best way I found to deal with this problem is to attempt to destroy them all one by one.
First build up your armies (of course this will take a while since the AI basically shut down the market on you), second station defensive units on your rear boarders with countries you dont plan on attacking right away, third send all offensive units towards the countries that are closer to your country and weaker.
My theory is once the smaller/weaker countries are conquered your moral and popularity will begin to rise. (Because that is one less country at war with you)
just a theory. -

Though in my last game as US in 39 historical map I had low popularity because of my large army, I have not had issues with AI declaring war on me. That may be because I always declared war before attacking- though not always using embargo beforehand. As BMfox said in another thread, "Just like in the real world going rogue on war would result in economical sanctions and maybe even a NATO deployment. In this regard the AI are not that different." ...
