I am going to suggest a simple NAP rule:
If you have an NAP with a player then you are not permitted to allow transit of troops from another country to attack your NAP partner from your territory, nor are you permitted to allow air power from another country to be based in your territory to attack your NAP partner.
You may elect to publish your NAP
You are obliged to let your ROW/Share Maps/Allies know about the NAP so they do not plan attacks that violate the rule
Note you don't have to mention the expiry conditions of the NAP unless you want to.
Expiry by mutual negotiation e.g. fixed term or continuous with agreed notice of termination period. You must decide on termination conditions in order to make it quite clear to your NAP partner but don't have to inform anyone else.
Anyway, looks like the world map will be a no go. Unless we find a friendly mod to make a PL exclusive map and 80 more players willing to sign up and abide by the rules, I dont see it happening.
Hmm, maybe we can manage it to get our own World Map, but with only 15 players it's a boring AI fight for the fist time. If we try to do it, we need a minimum of 30 players for a interesting game.

The problem I see with low player count is 3 weeks of boredom. A great game would be a couple alliances getting together, split up the map and have it played with no gold. I see right now in the early stage that countries are going gold crazy.
Im kinda hoping to get this game on the road around Sunday around 1800 PM GMT+1. The world map, as fantastic as it would be on the world map, would indeed have to have at least 30 (bare minimum) players to be somewhat interesting. Next game will probably be the 22p map.
