    • To raise morale you need to first make sure you don't have many negatives to morale.

      1) Reduce wars. Generally no more than 2 wars at a time will allow you to maintain morale, 3 or more wars will lead to morale reductions.

      2) Make sure you have no shortages of food or oil, as this affects the province morale.

      3) Make sure you actually have a capital. If your capital was captured you need to replace that capital building in another province.



      Then you need to gain morale.

      1) Your capital building creates the highest morale benefit for a province, and the positive morale "flows" outward from there. So placement of the capital closer to newly captured areas can improve the morale there, however your core provinces will likely see a morale reduction if you move it too far.

      2) Capture an enemy capital. This will give all of your provinces a 10 point morale boost. In some cases if you can capture two capitals on the same day the combined 20 point boost to your morale will keep your morale up for days. This takes planning of course.

      3) Build forts or infrastructure buildings to improve the morale of that province. Again the morale improvement flows outward and improves neighboring provinces the same way that the capital building does, so building a level 5 fort in a province that already has a level 3 infrastructure will drastically improve that province's morale, and the neighboring provinces morale. Creating a cluster of these buildings will often stabilize a larger region.

      It depends on your popularity with that AI. You can look in the diplomacy menu about that nation and see your popularity. High numbers means you have a good chance of getting peace restored, low numbers means they will fight you with every last unit they have.

      In general the best approach is a sort of "cold war" with the AI. You put a small force in your provinces on the border, and do not advance, bombard, patrol, or otherwise meddle with them. Set your relation with the AI to peace, and let them relax over a period of 2 to 8 days, and they might trust you enough to return to peace.

      There are no guarantees, so it is sometimes better to eliminate them and move on, as you could end up waiting for nothing and still need to eliminate them to secure your border.
