I am at war with a country whose last province has armies from a third country on it with right of way. I can pass through it, stand on it, bombard it but it stays unconquered. Do I have to attack the third countries armies ( I also have right of way with this country ). I've rebooted, waited for day change...same..same.

We fixed a bug that allowed an enemy to take over a province while allied forces were standing in the province to protect it from enemies. [list][*]Allied forces stationed in a province now prevent an enemy taking over the province. [*]There will be no battle between allied and enemy troops unless war was declared between the two. [/list]

hmmm..a fix, not a bug. Didn't realize Right of Way meant that. Could come in handy though protecting airports I'm using in allied counties.
I'll first hit it hard with economic sabotage to see if it flips. Hope allies armies don't hinder rebellion.

When I look at the provinces of a country I have Right of Way with, the chance of rebellion his hidden. I'm guessing the programmers are not including the hit points of allied armies towards preventing rebellion.
But now I don't want a rebellion because there is a supply drop there, and I'm still collecting blue prints. -
So what the rules are now saying is that Right of Way = and Alliance.
