Floating tanks would just be obliterated by ships and subs. If you want to boost the landing speed, research more levels on the transport ship. For the mortars, we already have a unit called the rail road gun as mentioned before, as it has the biggest range in game. Assault vehicles, we have armored cars and mech infantry as well.
Having more specialized units/buildings would make the game more complex and/or already have their role taken by another unit (i.e giant mortars to railroad guns and half-tracks to mech infantry).
Ultimately, we have those types of units under umbrellas per se: SPGs as assault guns, a LOT of units in a form of a halftrack, fighters and bombers as separate entities, and forming an army that can also fight against the navy (railroad guns and arty can deal with navy with help of air force and forts.)
