When you try to set a delay you can't set a specific time when you want the unit to arrive. The only thing you can do is to pull a bar back and forth until you get an arrivaltime thats close enough.

Well just make it close enough if a unit arrives a few minutes early it won’t really affect the outcome of the battle.

It wouldn't be that hard to make a time entry widget that can enter an exact delay time (in seconds) or an arrival time. Bonus points for selecting a group of units, tapping the delay button, and entering a combined time of attack. The units should congregate and attack together at the specified time.
