I have joined a few game of historic world war now and in every single game there is a metal shrotage and the prices on the market are always 30 money per metal. This might be because the superpowers like Soviet Union and Germany all have lots of infrastructure in their cities, so they produce a lot of tanks, resulting in lack of metal. Also many nations who have lots of cities don’t have a lot of metal. So I suggest you let countries produce more metal in the historic world war map.

Well, it is historical, and they try to keep economies as accurate as possible. For example, Japan lacks oil at the beginning, which was true. I am assuming that Germany and the Soviet Union both lacked raw materials.DoctorDR1

Most of the time I have shortages, it's normally oil or food for my large armies ... But in a recent game (can't recall off my head what map or nation), I had a shortage of metal ... Thus I cut down on production of various troops, battleships been one of them, and settled for low resource units- such as AA, artillery, and subs ...

For some reason, in my game as India I have over 1000 metal production and 400 rare but food is 100, goods are 230, and oil is 200.

In my current game in 73=player Alls In, the US and several European nations (e.g. Germany, Soviet Union, UK, Italy, and France) have gone inactive and I'm buying metal really cheap (about $3) in the market ...
