I really find the rebellions thing somewhat crass and stupid however to me the options should be.
1. A rebelling province goes back to its original owner (ie who had it at the start of the game)
2. A rebelling province goes back to its previous owner the one who lost it if it wasn't 1.
3. A rebelling province goes back to any owner that has owned it that wasn't 1 or 2.
Thats it.
What is daft is going to a coalition member or some obscure country elsewhere.
e.g. A Libyan province in the last war would, if attacked and won over by the Brits could resort to Italy or original Libya. Later it could revert to the Germans.
It wouldn't change to the US, Soviet Union, Japan or Equatorial Gabon.
