      Well mountains are harder to attack in general, having a fort in there just multiplies the existing defense bonus... we wouldn't know about Maginot because it never actually was attacked, but several fortifications in flat terrain proved to be very effective (for example, El Alamein, Kursk, Siegfried line). So no, I don't think we need to differentiate fort effects like this.
