Your General will spawn in your capitol when you first start the game. It will be on level 1 and it will have no traits.
You can group armies to it and at first they wont get any buffs. In order to add buffs there is a building called "Military Academy" where you can select your general and wait a few hours to train it. You can add things like attack, defense, air protection, capacity etc.
If you want more than 1 general, it will cost you 50,000 Money. You will also have to spend additional money to train him up too.
Your generals can gain experience from doing battles. If it has a good experience bar, you can buff him faster. Your general(s) cannot be fighting when you put it in the military academy. You can cancel training if you need the general for any reason but all progress made on learning will be cancelled.
