the 10 player and 22 player maps are balanced for game play, and are not supposed to be historically accurate. the countries are evenly balanced, so you do see weird stuff like michigan being a country, the united states split between north and south, and countries like romaina having more territory.
the 25 player map is much more historically accurate. Its also challenging as the countries are not balanced at all.

or you can play as US or Germany and have a huge advantage right from the start
You can log into the game and use your troops to capture certain provinces to create new borders. That's what those in the RP business call "Landswap." Beyond that, there's not much you can do, as new maps take a very, very long time to be developed, so the devs don't invent new maps on request.
