      I've built recruitment offices in core cities and get increased production. I have also built in rural, resource provinces, but see no increase. Even the non-resource provinces provide more than developed resource provinces. Do recruitment offices only work in the big city?

    • I usually find myself doing L3 recruitment centres in all core provs with 450+ manpower/day. Yes, that's a huge investment in food and crates, but it is worth it in the late game.

    • This is still an area I'm struggling with. I started building recruitment centers, maybe 1-2 per day, in rural provinces with no production because in my urban provinces I am constantly building stuff so this is helping a little.

      Try to:
      Start on Day 1 build 1-2 recruitment centers in rural provinces with no resource production.
      Do this until about Day 4-5 or so (usually by then your construction has slowed down a bit in urban provinces)
      Start building recruitment centers in urban provinces and levelling them up (it will pay off in the end game where manpower is typically low because of your size of army needs + new units you need to produce)


      Each map and round is different so I am still learning how to balance this out without expending too any resources in the beginning. Need a good balance for sure!

      Rural material-producing provinces produce 3x less manpower than rural non-producing provinces do.
