I think some less experienced players who see an AT gun appear in a city assume the gun appeared by magic, when they simply don't understand stealth mechanics.

Seeing as it was a 6X map, I could see the AI getting those units and moving them, then looking like they spawned it out of nowhere. The then player forgets it’s a speed map and then thinks they spawned it.

Indeed, current AI = Elite AI. Normal AI (the old crappy one) was removed years ago. And AI never spawned units without producing them.
