I was using a cruiser to bombard an enemy who was engaged in combat with a neutral power. After the attack, the unit I intended to kill was dead, but I also accidentally sneak attacked a neutral country. Is that a bug or how the game was designed? I thought there was no friendly fire, not sure if that counts.

Sounds like you bombarded the position and didnt target a unit. Then this happens, yes.

That sounds possible but unlikely. The tank I was attacking was on the move and the defensive neutral unit was in the spot. Plus it usually gives you the warning the action will start a war and I received no warning. Plus I had already bombarded the tank multiple time in its approach.

There is no warning for splash damage.

If a nation has a sub and is using high coammands aggressive fire mode and you sail a ship into it.
This will make you the attacker and a sneak attack at that because you didn't declare war first.
This is one of the likely things that could have happened. -
Thanks, yes I have high command and frequent use the offensive option for subs instead.
I think splash damage is the most likely reason. I remember noting the tank my ships were firing on was reaching the neutral infantry to attack just a few seconds before my bombardment.
I’ll have to keep an eye out for splash damage in the future.
The FAQs say friendly fire doesn’t happen with your own troops as well as allies. The neutral infantry, in this situation, was to a country I had given right of way to so I didn’t consider that they would be hit by the bombardment. -
