      Now here is the suggestions on how to actually improve this unit.

      First of all, make them as fast as Commando's. No exception. And yes, even level 1.

      Paratroopers are suppose to be light infantry in combat and wouldn't really hold itself against even regular infantry. I suggest a reduction of food cost to a similar amount near a level 4 infantry. Upkeep cost in terms of money should be cut by a quarter.

      Conversion cost should be removed or reduced to double digits. It should not cost any more than a Propaganda office, even with the Comintern doctrine.

      To balance out, you could reduce its health by 5 and damage it can do to unarmored units by 2.5, and lower damage to armored units by 25% to reflect how fragile they are. Next, you could increase the production cost of goods by 10% for good measure. And finally, remove the stealth. Paratroopers ain't that well-hidden, especially when they have to jump from a loud plane. The myth of this "Stealthy Paratroopers" came from Operation Biting, where Charteris force got lost in the forest and decided to shoot without suppressors on the germans when they first encounter them at sight in the forest. This is where the "paratroopers silently killing its enemy with knifes" comes from.

      Sure, the changes I just asked may seem overpowered to some and some of its weaknesses still remains, but the initial rare material cost, as well as keeping its production time would make one reconsider whether they want it or prefer Commando's, rather than making Commando's always the slightly better option out of the two.
