    • Late game I like SP Arty and SP rocket Arty to do the heavy lifting offensively. Use SPAA to defend against bombers, TDs to defend against tanks, and ACs as both scouts and to defend against infantry. Just approach the enemy and bombard them. If they try to lock you in melee combat, retreat and repeat. Works great, but you have to be very active.
    • Early days: build infantry and artillery, with AT guns stacked with infantry if you need to fight armor. Don't build Comintern light/medium tanks, because they suck. Heavy tanks are good, but that's for the late game. You live and die by infantry and artillery early on. If you're building a lot of air as Comintern, you're doing something wrong.

Spam heavy tanks, anti air, rocket arty, normal arty, infantry, and some militia for defense. As for Air Force just ignore it except for making some interceptors. Lastly, for navy use cruisers and destroyers and maybe some battleships for land bombardment.
I mean you Air Force is still essential regardless. Bombers and Attack Bombers are some of the most effective ways to destroy enemy units without too much loses.

      Not always.

First of all, artillery is the only way to kill things without taking ANY damage. Bombers wear out. Especially if the enemy has high-level troops, and knows how to use fighter cover and AA in support.

Secondly, every situation is different. Your resources dictate your game strategy. If you have lots of rares, and enough oil, then air power is an option. If you are low on rares or oil, then air power is not a good option. Especially if you are forced to build a navy, which drinks up a lot of oil.

Last but not least, your doctrine has certain advantages. Comintern has excellent artillery, and they can maintain a large army at a discount. So it makes sense to have a large slow-moving army of artillery and infantry.

Yes, you always need interceptors for air cover. But you don't always have to build bombers to deal damage to the enemy. There are other ways, and often better ways.
