Maybe the ranking should say, easy --> difficult (as in challenging), instead of very good --> poor? But yeah I like the info, I will use it for my next month

Interesting list, if that is how you look at it that's cool, starting power can be a bit subjective and related to many factors. I completely disagree with Netherlands, it should pretty much be last.
The cities it has are NOT core cities. Only starts with one. Which means your eco is at the biggest disadvantage ever. Not to mention the only way to stay alive is if Germany, France, UK roll over for you or go inactive.
Thanks for putting up your list.Genghis Khanson

The favorability of the resources also depends a bit on the strategy chosen, for example on the 22p map, Caucasus and turkey are very good for infantry/ordonance base play, while Russian empire is better for tank/raresbased play.

I've decided to make a ranking for each country in HWW, taking into account everything
(starting army, vp, position, doctrine, resource production, neighbors, EVERYTHING)
number of core cities x 2 + number of core resource producing provinces
If industry levels are pretty much even at the start then starting production would reflect that "production potential". But if they vary a lot then it wouldn't. Even, better would be the production potential broken down by resource type. -

Also not all cities and provinces produce at the same rate, unlike in the balanced maps. You may have some cities that produce the full city amount (usually 5 per country), the remainder of your starting cities actually produce less than the full city amount (25% IIRC). Likewise for provinces, up to 5 full producing provinces and the remainder are 25% of a province.
The exception is Netherlands on the HWW map because so much of their production is non-core. I think their numbers were a little different, can't recall exactly off the top of my head. -
Thanks for the heads up! I didn't realize that. I'm playing Nat. China and as you say, 5 cities are at 100%. However, the rest of the cities are at 1/2. Then some local provs are at 1/4 and others are at 1/8. Unfortunately, the industry build costs are not scaled like in the balanced maps. You have to pay the same price for the full vs 1/2 cities and 1/4 vs 1/8 local provs.
