I believe Panjim should be added as an urban pronvince. The other two as rural food provinces. And mormugao/vasco da gama has to have an in-built port.

Goods and food, there is never two rural same resource making provinces in the same country next to each other. The local port would make sense though.

Honestly I never wanted them to either lol. Probably comes down to being city states so they let them have production of other resources. Goa being a Portuguese colony doesn’t need this.

I’d take a look at what resources Portugal has right now and give them the one they don’t. Goa was important for trade with India so I could see Rare Oil or whatever they don’t have (I don’t have an HWW right now so I can’t check) you can give them. But if it’s something like Oil or Metal I don’t think it would make sense right?

Portugal was somewhat wealthy even then due to trade. They wouldn’t be made that much stronger by a non-core far away city TBH.
