Option to Rename Provinces

Within limits? Like S. Argentina should be able to rename to just "Argentina" but calling Korea "France" is going a bit far.

The Leader of the US can name themself Stalin but I don’t see it very often. Things shouldn’t turn out the stupid was that often tbh.
