Can't confirm as I'm not Muslim, but pretty sure soldiers or manual labourers can eat during Ramadan as not doing so would compromise their duties.
Also, each thumbnail represents at least a regiment, which in most armies (and I mean ALL in 1939 except the British) also probably includes horses or mules which will need at least some food.

I can confirm as a Muslim. If you have traveled far, are doing a laborious task, or of course if you are a soldier (going into war, which is a laborious task.)
