What is the modern META when it comes to call of war nowadays? I heard something about railroad guns, destroyers, and light tanks... whats the most popular strategy now?

The meta isn't complicated. Range is king. RRG is king of range. Include support units. Include some fast units as runners and ints as cover. Don't waste resources on unnecessary stuff. Bombers (except NBs) and naval stacks are usually unnecessary stuff.
It's still the case that good, active players can beat bad players with any combination of units that they want to use. -
the meta that elite players use (and skilled but non-elite players immitate) is using stacks of 10 railroad guns with 10 anti-air units and an armoured car scout. Then rush ahead with mostly light tanks, with armoured car scouts.
In the air produce nothing but interceptors and naval bombers. For the navy, naval bombers should be all you need but subs might also be acceptable.
You have to be very active and skilled to pull this off so a lot of players copy the RRG-centred strategy. The fact of the matter is if someone invests heavily in RRGs they're really difficult to counter without your own RRGs. -

Wait, I still have two questions.
Naval bombers are a go or no go? Jubjub says it's not important, and @Klusey said that that's all you really need for naval.
Also, I still don't know what a proper meta naval stack looks like. @jubjub bird mentioned it, but does that mean BB and destroyers, or some other combinations? -
For naval bombers, they are best used when on a large continent that gives you enough points so that you don’t need to use ships to expand, and just want to protect your coast. For ships, it depends on situation. If you are facing subs, you’ll want destroyers, planes, cruisers, ships, BB, and subs if the enemy has no destroyers. It depends on the enemy and situation so you must adapt.
