City with no buildings is producing more resources than my city with industrial complex and higher morale

I am Poland in a 22p map, and my city of warsaw produces 6,983 money and resources daily, it has a level 1 industry complex and 85% morale. But the player as Algeria produces 7,217 money and resources daily in their city of El Oued, which has no buildings at all and a 82% morale.

When new players join their first game, their provinces will produce more money, resources, and manpower than normal.

I thought that only happened in Supremacy 1914? Does it happen here also?
BTW is El Oued double resource and Warsaw single resource? I don't believe it, but I wanna confirm
