Yes strong connections to Germany in WW2 when Germany was at its might but when the Soviet started "liberating" these countries from Nazi rule, the connections got strong to the Soviet.
Maybe it's to balance the doctrines out on different maps different scenarios.At least with some countries you get to play with different doctrines.

Even if they had connections, it doesnt mean that they would neccessarily be Axis.

There are many countries with strong relations to Germany, including the USA (German is in fact the dominant ethnicity in the USA), but the doctrine is not based on connections, rather it's based on the method by which troops were trained.

Well, in the case of 1920s to 1940s USA, one could argue that they were fascist.
