      I'm in two CoW games.

      I play the UK on Day 4. Having taken four AI provinces, my national morale is about 92%. Total provs: 50

      I play the UK on Day 13. Having taken twenty AI provinces and lost one, my national morale is 95%. Total provs: 66

      When I hover my mouse over the helmet icon in my resource bar at the top of the page, I see daily manpower production of 7k and 8.2k in these two games. This seems logical, similar to S14, where manpower production is driven only by number of provs and morale (and assuming no food shortages).

      But in CoW, just below the actual daily manpower, I see the maximum and am surprised to see that in both games the maximum is about 4 times my current production. What do I have to do to reach these higher manpower numbers?

    • So first, how is the manpower you gain calculated?
      1. Some units (for example: artillery or infantery) need as maintenance costs manpower. You can see it by clicking on the unit, just where you can find the other stats of that unit.
      2. Barracks increase the man power you gain in the province by 10/ 30/ 50% (depending on the level)! The manpower you usually gain in a province, is viewable in the "provincemanagement"(?).
      3. The third factor, and probably most important one, is morale, because it influences the resource production, money income and man power!
      4. Very similliar to morale is, if it´s "your province", or a conquered one. This is important due to the reduce of resource production, money income and man power by -75% in that province.

      Now to your question, to get the most men possible you can get per day, you must:
      Build Barracks
      Not have Provinces with that -75%.
      Dont have troops that deduct man power.

    • I am currently playing 3 CoW games. In my first, I am holding on just to see how all of the parts and pieces work. I just reached day 40 and I have 350+ victory points and no active opponents. The Maximum number is the most manpower that you can have. I have 240 provinces and a fairly robust military. I produce 17,855 per day and use 5,555 with my standing army. I have a maximum manpower of 161,335. Since I am not creating more units, my available manpower is 161,335. I do not continue to increase even though I am earning more. The maximum manpower is a ceiling or upper limit, not the maximum value that you can get to.

    • It would be best to build/upgrade barracks on cities since they generate more base manpower than province, high level barracks is a requirement for training mech infantry so more reasons to do it. It's also a good idea to build barracks on resource province just to increase manpower. Also if you have the resource to do it build industrial complex on resource province to increase production and make more units.

      This is not the full story. I have 2 of my core provinces identical except for the type of resource they produce and the size of the airfield in each. They do not produce the same level of manpower and it is not obvious to me why this should be the case. I have other similar examples where 2 core provinces are identical in everything except resource type and manpower. Why?
