      It doesn't make sense that countries like Romania and Hungary use non-Axis doctrines in some game rounds and Axis in others. They had strong connections to Germany in WW2 times, so they should be Axis doctrine, right?

    • Doctrine isn't necessarily based on ties, it's based on combat doctrine, i.e how the troops were trained. A country will have the Comintern doctrine if the troops were trained with Eastern Europe or the landscape of communist countries in mind, rather than political beliefs or connections.
