I’m playing a Blitzkrieg map and I noticed that some of the Soviet provinces are way bigger than other countries provinces. Why is that?
Short answer: So that MP generation is roughly equal for all countries.

Long answer: Blitzkrieg is based on the gamemode "Clash of Nations", which is aimed to make each country as equal as possible in terms of money and MP generation. Most countries, like mainland France, have roughly the same setup in both maps, but since it would be too OP for the Soviets to suddenly gain the 20+ cities present in CoN, the devs only kept 5 (of which aren't the most populous, mind you; Kyiv is replaced by Odessa, etc).
