Having to place sabotage spies in empty provinces without buildings is counter intuitive, and defending against such spies by placing counter intelligence in a lot of random empty provinces also makes little sense. With Intelligence spies the spy-antispy interaction will make a lot more sense and will be more balanced.
In my experience, counter-espionage agents work from any friendly city. I place them in my capital to catch intel and sabotage spies across the empire. It usually takes about N friendly agents to counter 2*N enemy agents, catching most of them before or after their spying attempts. The fraction caught before the act may go up with more friendly agents deployed, I'm less sure about that.

This is working as intended, in my opinion. Having to place separate counter-espionage agents across every city and province on the odd chance that someone might target one of those locations would be far too expensive. There is not enough cash in the game to do that. We're talking hundreds of agents to cover a large empire. Maybe local counter-intelligence agents are more effective? That would make sense. But I'm still going to deploy 1-2 in my capital, which works well enough. My opponents quickly get tired hiring replacements.

How did you get that freezy. I only see the 2000 gold one. The intelligence spy only says it pertains to diplomatic and economic info. Will it also reveal local armies? Is just one spy needed?
yes as I said in my post, it was just a regular intelligence spy. Even just 1 spy can do that, but the more you use the higher the chances of course.

Afraid? You still have the upper hand, don't worry. What's the worst case? You might feel a sense of accomplishment winning without reveal armies.
Isn't there still the spy option that reveals armies? Put 5 military spies on every piece of land and you should see the armies after day change. Use your gold to buy in-game cash for the spies.

I will probably not buy gold as much if it isn’t brought back.
      That's a threat btw.
Using every company's desire to make money as a leverage? Now I've seen everything!
      I'm from Egypt
I have nothing else to write. Have a nice day :D

Yeah snooker that 5 spy thing. I'm tired of having to temporily redirect all my armies just before day change ( wouldn't have made any difference with any time of day Guerillo, didn't realize people used that! ). On the other hand using it sure has been a stress reliever at times. But would rather people be forced to use scouting with units more.
Really useful at sea - doh

As a gold user, I highly suggest that the “Reveal Country Armies” gold option should be brought back. I usually use it, not every day, but usually about 3 to 5 times per game to get a step ahead of my enemies. It’s probably the main thing I would spend gold on and I will probably not buy gold as much if it isn’t brought back. If people are using this function too much, simply increase the gold needed to do it. Maybe to 20K, which is more than double what it was before (about 9K)
      Never ever I saw a more amazing comment than this :D :D :D :D :D

Don't get me wrong, I love it you buy gold and I do too, once or twice a year and I have Premium/HC.
Players paying something keep the game afloat after all.

My reasons to buy gold are simple. I may need some when my stash from winnings is low:
      - to confront a heavy gold user (and make it as expensive as possible for him, bc 100k from me is worth 1 million of his gold)
      - to stop a severe backstab (betrayal of trust is unacceptable).

But why would you want to reveal all enemy armies???
Only the troops you can reach or that can reach you matter, after all.

And why not do the more realistic things, like:
      - spying by investing in spies and let them do the right thing the right way? (ofc one would have to understand the spy game in COW, which would requitre to learn something instead of throwing gold at it...)
      - do recon with stealth units?
      - fly recon missions?

Are you by chance a bad player or just too lazy to learn game mechanics and use these in diplo, strategy and tactics?

Premium/HC should be the main income of Bytro and COW should be about STRATEGY (as it used to be).

If 1% of ..how many?? ...of 2 million or so registered players? ... would pay 60€/year, this game alone would generate € 1.2 million/year for Bytro.
Heck, make Premium/HC 90€/yr and Bytro would generate almost 2 million/yr revenue from just COW.
Additionally keep some gold-features for the lazy, unskilled and/or oversized egos and cash in another bit and revenue would be 2.5~3 million from COW alone! (note that I read somewhere that Bytro did 6 million revenue all together from all its games, so COW could be a real Cash-COW for them if they managed it right).

That way we would no longer be faced with the P2W dumbification updates for the 12yr old fly-by phone players and get back to real strategy gaming.

But Bytro is on a leash from Stillfront and they are managing their group into te sewer, as is proven by their stock price. And with Stillfront Bytro (and thus the once great game COW) is going down the same sewer.
STOP THE DUMBIFICATION in favor of P2W & 12yr old fly-by phone players! :wallbash

Premium/High Command should be the main source of Bytro's revenue.
Get 1% to pay 90€/year and keep a few gold features => Bytro would easily make 2-3 million/yr on COW alone.
      COW can be your CashCOW!

Scouting can only help you so much, when it takes 1-2 days to move an army across a continent. Imagine finding an invasion force 6 hours from the California coast, when most of your army is engaged across the Rocky Mountains. They will never make it back in time to repel the invasion.

Taking away the "battle plan spy" places a greater emphasis on air power as the only force that can quickly rebase to a different part of the world.
Ahem... well that is called taking risks. If you risk to send your full army away, than carry the consequences.
      Or L2P ... maybe?

Besides, why can I send almost my full army on a expedition ánd have suffcient defenders before an enemy would invade ... by sea even...taking hours at 44kmh to cross any larger body of water and then landing for another..what is it... 5hrs?

Again, L2P maybe?? It is a strategy game after all.

Nobody forces you to redirect your armies every day.
      It is a choice.

      Like there are many choices.
      For instance between P2W ór L2P ...

Ofc L2P would require an effort and why play a strategy game if you need to make an effort to beat your opponents?
I mean, where would the satisfaction be if you couldn't pull your wallet first before having to think?

Would be nice if Bytro could earn its revenue solely from Premium Account sales. Unfortunately those sales are and always were only a small part of the revenue. The vast majority comes from the gold features, and its higher than what you calculated as a case in your post. So perhaps the company could survive going that route but it would mean deliberately reducing its own revenue (or at least risking to do so), which no sensible company would do. You could perhaps try that with a new product to test the waters, but not with a mature live product. In the long run I could perhaps see a chance for introducing more revenue streams (paying for some kind of content) and if they become significant we could shift slowly away from the old gold feature model.
