They use to give out 10% morale boosters for ads, now they are 1%. I don’t think I’ve used any of either of them yet.

Well, in the present operation, I see a 35% morale booster.

yep I’ve got all 3 1/10/35% got them from operations and of course the daily “gift”
As for the payday ops, yep now that’s rewarding the rich with more riches. Long long sigh. -

I think all your provinces increase by 10 when you capture a capital. So, provinces with 25 morale would be 35 after the capital is captured.

You can use 3100 warbonds to raise it 10% the last 5% might be booster, or maybe the guy used a single 35% morale booster.

If you have above 10k manpower, you're not investing properly. A good player never has many resources.
Larger armies destroy enemies faster without taking damage from them.
Build only: 1 military building in each city, airstrips, and recruiting stations to boost manpower.
Minimize research, 2 unit types early, 6 types in late game. Upgrade old units, but: artillery lv1 to lv2 is a waste, only lv1 to lv4 is worth it.

Guess that might be possible but why would you want to wait that long to get any benefit from your upgrade you still have to expend the resources to get there or is it cheaper that way in the long run

This is an important point. The upgrade cost of a unit is half the cost of building the unit at the new level. The old level of the unit does not matter. Upgrading a unit from 4 to 5 costs the same as upgrading it from 1 to 5.
Most one-level upgrades don't actually make sense, except in special situations. For example, an infantry stack needs to defend an important chokepoint. Or an escort destroyer needs to be able to spot higher-level subs.
I generally upgrade 3+ levels at a time, whenever possible. That drastically cuts down on costs. Assuming the units are not banged up. Heavily damaged units are not worth upgrading, because you're paying to upgrade hit points that are already gone. Another reason to avoid close combat until it's necessary. If you can upgrade your starting infantry from 1 to 4, they become a formidable force.
