Do troops only heal on the center of the province or anywhere in the province?

Troops can heal anywhere in the province

Anywhere within the province will do. One thing to keep in mind, only troops in the province center will prevent a revolt. If you’re in the province and it flips at day change, you don’t get the heal.

Also air units are a little different. As long as they’re based out of one of your air bases, they can be anywhere…patrolling over the ocean or an enemy. -
