Flying bombs are effective in stacks targeting at enemy province centers/buildings/economy
Don't waste it on units -

The flying bomb is also rather cost-inefficient for strategic bombing. Consider it a stepping stone for missiles which are - in specific circumstances - good.
But in general, strategic bombers are better, reusable and dual purpose. -
Flying bombs are only good for structures damage.

The cases where rockets are useful are not applicable to players who need to ask what rockets are for. This is a super niche unit that can be used as a tool to win air superiority. It has no other useful purpose. Every other situation is better solved by bombers or bombardment units.

I haven't used rockets since they started to take manpower or something but i suppose a couple of bombs would be nice to have to make a change to a battle result.

Anything a bomb can do, a rocket artillery or RRG or cruiser or other bombardment unit can do better.

Flying bombs can damage enemy buildings but can be stopped easily. They work best for weakening enemies before an attack.

But they don't weaken enemies. Because a strong enemy force will shoot them down. So all they can do is finish an already weak enemy stack. And you don't need a special unit to do that job
