Can anyone tell me what the "Extra Shortage" penalty is for? I just noticed it and have never seen it before.

It confused the heck out of me. It was the first time I had seen it. It was a huge penalty. I had it in 4-5 locations after taking them. The penalties ranged from 35-60 points. It made things a little difficult to try and offset.

negative production of food

Why is negative production of food considered to be a bad thing? As long as I can buy it on the market, this should be allowed or even encouraged.
Why can't I choose to specialize in oil/rares by cranking naval&infra on only those territories, and spending the rest on my armed forces?
There shouldn't be penalties for any negative.. the fact that you can't support armed forces above a certain level is punishment enough.. -
You are not penalized for negative. You only get penalty when resources reach zero.

Honestly you can support your army at just about any level, It's just very time consuming building the provinces up to support your army.

If production is negative and the food (or other resource, the "Extra Shortage") in the depot is running out, a mouseover in the resource bar shows how long it will be enough.
If it's not enough until the next day change, morale in the provinces receives negative influences...
(depending on how much is missing; and how long)
...and then it may happen that units less or not be repaired.
Browser games are an ingenious business idea to lure out money ..
