Not quite, Japan in WW2 faced similar resource shortages, especially oil. The solution is simply to annex territory from neighbors and steal their food, oil, and raw materials for yourself at the cost of the local population. China is already making territorial claims anyway against its neighbors in peace time, so its not a far off scenario for them to outright annex in wartime.

Yes, that is how one might solve a resource problem.
It also is a quick way to end up at war with all your neighbors. That obviates the need for US to engage in a land war in Asia. Simply blockade the trade routes, engage up to the coast line and watch the unfolding of a disaster in China. China has made no friends among her neighbors as it is. A resource grab (even more aggressive than what is currently going on) would aggravate the problem. -

Not to sound too much like Bill Clinton, but it really depends on how you define "most powerful." If you mean biggest nuclear powers with the ability deliver a warhead via missile, it's Russia and the United States more or less tied, followed by a distant China, then France and the United Kingdom, followed even more distantly by Israel, India, Pakistan and small fry North Korea. In terms of world-wide blue-water naval force projection, it's the U.S. Navy by a long mile.
