So I know that Industrial complexes improve resource production(which by effect improves manpower.) But Industrial complexes are required to make goods yes? So I could potentially turn all my non-resource producing provinces into goods producing provinces?

All you can do to regions with no resources is improve the manpower and taxes you get from it, that said in colonies with no resources and only 25% production doing upgrades would generally be a waste *except in tactically important regions*, but in your core provinces dropping down infrastructure in your non-resource regions can pay itself off over time with the increased tax income and can solve manpower issues.

Industrial complex raises resource production only if the province where it's built on produces a resource.

Very rarely is building infra or industry in a non-core, and especially one without resources, a good idea.

because the industry complex is expensive (use rare materials only on level 1) build it on province that produce resource.
if you want to increase manpower build barracks
and if money just wait till the morale is up
building infrastructure is both good and bad on non-resource province, good because it increase the money and manpower and also speed up traveling armies, bad because it will get expensive if you upgrade it just for the speed and not for the res it will offset its benefit on production and more on army move. your choice
DON'T invest too much on occupied territory especially on non-core, non-resource province, your just going to cripple yourself, build infrastructure for the speed and not for the money, but like i said on the infrastructure,your choice"Victory needs no explenation, defeat allows none"

Tactically, infra in non-cores for speed is more mid-game.
Unless you're Russia...then it's 24/7 everywhere -
Russia is a BIG mass of land, and infra is VERY helpful to mobalize your army, but you need to have a LARGE stockpile of resource to do it. Defending Russia core province is a pain with all that distance."Victory needs no explenation, defeat allows none"
